Orchard Boulevard Land Sale Sets $1,755 ppr Benchmark

Hong Leong Holdings and TID secured the Orchard Boulevard GLS site with a winning bid of $181.86 million, setting a new benchmark at $1,755 per square foot per plot ratio (ppr). The joint venture outpaced GRC Development’s $167.85 million offer by 7.7%, while the lowest bid came from a consortium of Macly Group, Roxy Development Partners, Greatsun Capital, Scree Innovation and Lin Bing Cheng at $139.9 million. The 37,006 sq ft site, one of the smallest government land sales this year, attracted five bidders despite its limited size, reflecting strong interest in prime Orchard Road locations.
Tender Results and Site Details
The Orchard Boulevard site, located near Boulevard 88 and Cuscaden Residences, features a gross plot ratio of 2.8, allowing for a maximum gross floor area of 103,624 sq ft. Development is capped at 20 storeys, with the potential to yield 110 residential units. Its elongated shape offers opportunities for spacious block designs, enhancing privacy. The site is also adjacent to the recently launched Upperhouse at Orchard Boulevard, a 301-unit project developed from a 2024 land purchase by UOL Group, which achieved a 53% sales rate during its opening weekend at an average $3,350 psf.
Market analysts had anticipated the top bid to fall between $1,650 and $2,050 psf ppr, with the final $1,755 ppr aligning with expectations. However, it marks an 8.5% premium over UOL’s $1,617 ppr bid for the neighboring site in 2023. Comparisons extend to other recent CCR tenders, including the Peck Hay Road site at $1,865 ppr and Bukit Timah Road at $1,820 ppr, both higher than Orchard Boulevard’s final rate. Nicholas Mak of Mogul.sg noted that current market conditions are more cautious than the buoyant 2018 environment that saw SC Global acquire the Cuscaden Road site at $2,377 ppr, later developed into Cuscaden Reserve with an average $3,248 psf sale price.

Market Sentiment and Developer Strategy
The high level of developer participation signals continued confidence in Orchard Road’s prime residential market, despite a more measured top land rate compared to earlier tenders. Mark Yip of Huttons Asia attributed the site’s appeal to its central location, proximity to Orchard Road’s retail hub, and access via Orchard Boulevard MRT. Recent changes to Primary 1 Phase 2C registration, allowing school applications in Bukit Timah and Newton beyond 2km, may also boost buyer interest in the area.
Analysts project the new development could launch from $3,500 psf, with some estimating prices up to $3,800 psf. Wong Shanting of Newmark highlighted that the lower land rate reflects developers’ cautious approach amid market uncertainty, contrasting with higher bids for adjacent sites. Marcus Chu of ERA Singapore noted the bid aligns with the River Valley Green (Parcel C) land rate of $1,730 ppr, reflecting ongoing developer confidence in well-located CCR sites. The project’s smaller scale, as highlighted by Mohan Sandrasegeran of SRI, minimizes development risk while meeting market demand without overextending capacity.
Tender conditions require basement-level parking, potentially increasing construction costs. Meanwhile, the broader Orchard Road area is evolving under the Orchard Road Rejuvenation Initiative, with mixed-use developments reshaping the precinct. This transformation fuels expectations of rising demand for CCR luxury homes in the coming years, as reflected in the tight supply of undeveloped prime sites like this one.

Competitive Bidding Scenario
Four other developers submitted bids for the Orchard Boulevard site, with GRC Development securing second place at $167.85 million. BBR Development, Mindarie Holding, and Quarz Capital Group offered $160.72 million, while Wincove Investment placed the fourth-highest bid at $152.39 million.
The five bidders reflected strong interest in acquiring prime CCR land, with all offers falling within the $1,350 to $1,619 psf ppr range. This competitive field reflects Orchard Road’s enduring appeal despite tighter credit conditions and economic uncertainties. The consortium’s lower bid may indicate a more conservative approach to valuing the site’s development potential.
Development Potential and Strategic Outlook
Upperhouse at Orchard Boulevard, launched in July 2025, achieved a 53% sales rate during its opening weekend at $3,350 psf. This success highlights sustained demand for CCR projects, reinforcing confidence in the Orchard Boulevard GLS site. The Newton MRT area, undergoing URA redevelopment, is set to add approximately 5,000 private homes, potentially driving price appreciation in adjacent precincts through increased buyer interest.
